Rosemont Regulation to come into effect soon...
The set of rules and guidelines implemented for 9 Rosemont Avenue is being revised and a new Rosemont Regulation is to come into effect in the near future. It has now being sent to the Ministry of Education for their official approval.

9 Rosemont Avenue, fondly called as "Rosemont" by everyone, is the main socializing point of all the Maldivian students studying in the UK. It is also a cheap and convenient alternative for Maldivian students studying in London to live there as tenants during the academic year.

Thus is it one of the main priorities of MSA (UK) to ensure that both the tenants and the visitors to the house are equally satisfied with most if not every aspect of the house. This includes the effectiveness and transparency exhibited in how the house is managed and looked after, and the set of rules and regulations binding the tenants, visitors and all the stakeholders of the house.

The set of rules and regulations are important in order to make sure that the house is properly managed as a student house and in the meantime making sure that a friendly and harmonious relationship exists between the visitors and the tenants. Furthermore, it is one of the aims of MSA (UK) that the income generated from the house can be effectively and transparently used towards the repair and refurbishment of the house in addition to the day-today maintenance of the house.

Furthermore, since the house has now been classed under as a Halls of Residence by Barnet Council, it became inevitable necessary changes needs to be brought to the existing guidelines implemented at Rosemont.

Thus the existing set of rules and guidelines have been thoroughly reviewed and revised to ensure the new Rosemont Regulation positively addresses the two basic purposes of Rosemont and is in accordance with the laws of the UK and Maldives. The reviewing and revision of the rules and guidelines was carried out with the participation of the members of MSA(UK) at various stages. This was carried out during and after the EGM, and in the MSA(UK) online forum and via email.

The Regulation is intended only to serve the aims and objectives mentioned above, and hence it is the anticipation of the Central Committee that the Regulation will be taken onboard by MSA(UK) members positively and cooperatively.

Given below are some of the highlights from the new Regulation:

  • The House will be run under two periods, the "Academic Year" and the "Summer Period". "Academic Year" means the period from 21 September to 21 June the following year (39 weeks/273 days), and the "Summer Period" means the period from 22 June to 20 September of the same year (92 days)
  • Tenancy Agreements with the tenants are made for the Academic Year, although they can stay during the summer period, which if they do, have to pay a reduced rent
  • Visitors during the Academic Year are not charged for staying overnight, but will be recommended to donate to the Rosemont Fund
  • Visitors can stay overnight at the House during the Academic Year for a maximum of 30 nights
  • Normally visitors who stay overnight should be those who are or can be exempted from Council Tax
  • Visitors can stay overnight at the house during the Summer Period should pay a small fee according to the rates specified (£4/night for staying at the Living Room, £6/night for staying in a vacant room)
  • A special fund called "Rosemont Fund" is to be established and maintained solely to collect funding to use for the maintenance of the house.
  • A separate bank account is to be opened and maintained by MSA(UK) for depositing and payment purposes of Rosemont
  • The Rosemont shed (newly replaced) is to be used for the storage of luggage or other such belongings of the tenants and any non-tenant who is member of MSA(UK) according to certain rules (given in the Regulation)
  • In addition to the normal Warden selected to look after the day-to-day running of the House during the Academic Year, a Summer Warden is to be selected through a application and selection procedure. The Summer Warden will only be selected for the Summer Period and he/she will look after the day-to-day running of the house during the Summer Period only.

As mentioned before, these and other rules are being made only to assist MSA(UK) in serving tenants, visitors, the government and Local Council and all the other stakeholders of the House to the best capability as possible by ensuring that the two main purposes of Rosemont (managing the house as a proper student house and making the house a friendly place for visitors in such a way that the laws of UK and Maldives are obeyed) are fulfilled.
